The three values and the backscratchers

Not all changes in the networth of a government public servant come from revenues earned. Some or most of it must have come from the increase in the assessed and or fair market values of the properties owned. In fact, that is the very reason why people invest in real properties to wait until the properties appreciate in market value.

In the SALN, assets in the form of real estate may be presented at acquisition cost (if there is no available fair market value or at assessed value).

Would there be a chance that the property lose in terms of values. Definitely, yes, For example you got landholdings which portions of which were already submerged in water. We had a neighbor whose half of the land was " eaten" by the sea. Umakyat ng umakyat yong tubig hanggang maliit na lang ang kanilang dalampasigan.

Pwede namang tumaas ang value kagaya ng lupa na malapit sa dinivelop na mall or shopping center. Milyon ang itinaas ng halaga.

So paano kukwentahin ito? Pagtingin sa SALN, hindi yong assets ang tinitingnan kung hindi yong NETWORTH. Ang networth ay difference ng assets at liabiities.

For Example., ang assets ay 14 million at may liabilities na 11 million. Ang networth ng may-ari ng SALN ay 3 million lang. Pero hindi ito ang kinita niya. Ikukumpara pa ito sa NETWORTH ng nakaraang taon na sabihin na nating isang milyon. Ang itinaas ng Networth ay 2 million. 

Para malaman kung magkano ang kinita sa 2 million na ito, pwedeng ikumpara ang income tax returns sa change ng NETWORTH. Halimbawa ang kinita ay 1.5 million at ang networth ay 2 million; .5 million noon ay pwedeng nanggaling sa pagtaas ng value ng properties.

Kaya hindi ako bilib sa sinabi ni Tupas na appreciate ng nga senator-judges ang SALN ni Corona na ibig sabihin, told ya so. Kailangang ipakita nila ang mga changes na ito at nasaan ang hidden wealth kung sinasabi nila na ngayon lang nila nakita ang SALN.

The defense team said the SALNs do not prove anything yet. They said there are discrepancies in the fair market value and purchase price that can change over the years, and which could have been bloated by the prosecution.

Kamutan ng likod na naman ito. Garapalan na  ang ibang senador pagpapakita na sila ay kampi sa anti-Corona faction. Meron siguro silang kati sa likod na nakamot. Ahahay.
