Emily dela Cruz lives in a small house in Pasay City with her husband, 6 kids and other relatives.
When the government gave her 900 pesos as part of the Pantawid Pamilyang Pilipino Program, she immediately bought necessities for her family.
Emily said she appreciates the cash grant but said it would have been better if the government gave her a job.

Evangelina Liba, another conditional cash transfer beneficiary, said the 4Ps is helpful but still not enough.
She said her dream is to open up her own sari-sari store so she could earn money for herself.
A Social Watch Philippines study conducted on 160 beneficiaries of the CCT program in Tramo, Pasay and in Sibagat, Agusan del Sur revealed that most of the beneficiaries prefer jobs.
"The 4Ps respondents said that while cash grant was useful, what would lift them out of poverty was access to regular work," said Prof. Marivic Raquiza of the University of the Philippines National College of Public Administration and Governance (NCPAG).
The Department of Social Welfare and Development agrees with the assessment but said the government needs more time to help marginalized people in society."Ina-aknowledge naman natin yan kaya gumagawa na lang kami ng paraan para matarget natin ang 4.6 million households," DSWD Secretary Dinky Soliman said.
