The VOWS, Bow

Dear insansapinas,

Some writers/columnists/bloggers are of the opinion that all priests have a vow of poverty. So their brows raised when they heard that some men of cloth have retirement kitties and have solicited personal favors for their birthday.

They are wrong, very wrong. First there is a differentiation between secular and regular priests. The secular priests do not have religious orders and they do not take vows. The religious priests belong to a particular order and they take the vows of poverty, chastity and obedience.

When I was studying in a Catholic school, we had the religious priests.as speakers in our retreats,  One day, a priest was wearing a much shorter garb. If it was not a retreat, we would ask him where the flood was. BITIN ang sutana niya. But he knew were making fun of him at his back. He explained that unlike our parish priests who were also our confessors, they did have a vow of poverty. So they do not own anything. Not even flip-flops. That morning, he was late in getting his supply of what to wear during the day. Someone must have gotten the vestment that he used to wear.

When I was a kid, I was also disappointed to learn that the church charges for the sacraments. Akala ko libre. And the priests also get their allowances. Then I realize, they can subsist on bread alone, can they? Magkakadiabetes sila sa carbo.

Here in the States, I have worked in a Chuch (not Catholic) and its non-profit organization arm. Since I was handling the FS and supervised the receipts and disbursements, I know that our church ministers are receiving salaries, allowances, housing allowances and their pension funds are invested by our investment managers/consultants.

So do not even think that these ministers and priests know where their money are going to be invested especially if they are given already blanket authority how to manage the funds as to investment in stocks, bonds and or other CDs. The investment managers can not wait for the go-signal of the investors everytime  there are good opportunities that come unexpectedly.

If  the men of cloth of other denominations can provide for the retirement of their ministers, why can't the Catholic Church do that without the people howling? What do they think about the priests, bishops and nuns? They are immortals. They are not gods who will rise to heaven when they retire.  I do not know of a place in the Philippines where retired nuns live and are cared for in their old age. Here in the States, there are nursing homes for these church servants when they are no longer active. The nuns in the Philippines relied mostly on their SSS pensions. The congregation  care for them when they get sick. Some die in the convent.  Yes Virginia,  they are covered also by the church. They do get sick, you know. Priests have to evangelize. They have to have a ride. They do not walk in water.

Stare Downs - Who Blinked-The Week that was

Dear insansapinas,
Buti na lang Friday na. Daming awayan sa Pinas. Yon bang titigan sila kung sinong unang kukurap.

1. Miriam Defensor-Santiago versus Luis Chavit Singson
Tawag ni Miriam kay Singson, Sabit, tawag ni Singson kay Miriam, Brenda.

Magsabunutan na lang kami-Miriam Santiago

“Ano ba namang kabalbalan ‘yun gagawin ng kalalaking tao, parang babae siyang maglaban, dakdak ng dakdak. Gusto niya magsabunutan na lang kaming dalawa!”

Ito ang hamon ni Senador Miriam Defensor-Santiago kay Ilocos Sur Gov. Luis ‘Chavit’ Singson matapos siyang sampahan nito ng kasong graft sa Office of the Ombudsman.
Ay Juice ko ' Day. Talo si Miriam. Singson is Hercules. Hercules - Hair ko less. (from my funny humor)

CBCP Versus Noynoy Aquino

MANILA, Philippines - Catholic bishops on Friday softened their stance that President Benigno "Noynoy" Aquino III could be excommunicated for promoting contraceptives.
Bishop Deogracias YƱiguez, chairman of the Catholic Bishops' Conference of the Philippines public affairs committee, said that under canon law, a Catholic can be excommunicated from if he commits a serious offense against the laws of the Church.

Hala, mawawala ang tax exemption ninyo. bwahaha

Hindi rin pwedeng makipagsabunutan kay Pnoy.
Top gun siya - top hair gone na .

Free Celdran Movement

Dear insansapinas,
Six thousand Pesoses as bail. Sabi  siguro, Your credit is good but we need cash.

A popular tour guide who was jailed Thursday for disrupting a mass at the Manila Cathedral over the Catholic Church’s stand against contraceptives was freed Friday after posting a P6,000 bail, according to reports from the Philippine Daily Inquirer and Radyo Inquirer.
Some friends:

Meanwhile, Celdran's supporters set up two pages on social networking site Facebook Friday, one calling for his release and another seeking to keep him in jail.

The "Free Carlos Celdran" page lauded Celdran's boldness for giving the "silent majority" the "courage to speak up against their qualms about the Church."
Those who are seeking for his detention would like him to continue his advocacy inside the prison.

Some friends. Sila nga ang magpakulong. Sa isip siguro ni Celdran. Ano kayo, masaya?  And Celdran did not even expect that the church is going to have him arrested.

(I expected the Church to get mad but I did not expect the Church would have people jailed.)
Ano siya hilo ? It is not the law of God that was disobeyed, it is the law of earthlings.

Art. 153. Tumults and other disturbance of public orders; Tumultuous disturbance or interruption liable to cause disturbance. — The penalty of arresto mayor in its medium period to prision correccional in its minimum period and a fine not exceeding 1,000 pesos shall be imposed upon any person who shall cause any serious disturbance in a public place, office, or establishment, or shall interrupt or disturb public performances, functions or gatherings, or peaceful meetings, if the act is not included in the provisions of Articles 131 and 132.
Nakatawad nga siya. One thousand pala.

Walang serbisyong ipinagbibili dito.
  • 5 Kinds of taxes
  • 5.1 Ad valorem
  • 5.2 Bank tax
  • 5.3 Capital gains tax
  • 5.4 Consumption tax
  • 5.5 Corporation tax
  • 5.6 Currency transaction tax
  • 5.7 Environment Affecting Tax
  • 5.8 Excises
  • 5.9 Expatriation Tax
  • 5.10 Financial activities tax
  • 5.11 Financial transaction tax
  • 5.12 Income tax
  • 5.13 Inflation tax
  • 5.14 Inheritance tax
  • 5.15 Poll tax
  • 5.16 Property tax
  • 5.17 Social security tax
  • 5.18 Sales tax
  • 5.19 Tariffs
  • 5.20 Toll
  • 5.21 Transfer tax
  • 5.22 Value Added Tax / Goods and Services Tax
  • 5.23 Wealth (net worth) tax

Ows?

Truth or Consequence Commission

Dear insansapinas,
Alam ninyo siguro ang larong truth or consequence?

May Truth Comission na tayo, via Executive Order. Pag ang problema dito ay di masolve, some  people will suffer the consequences.

Kinukuestiyon nina Miriam Defensor Santiago at Juan Ponce Enrile and Truth Commission ni P-Noy.

The Family that budgets together must be in the government

Dear insansapinas,

Government is one big employment agency for politicians' relatives. Hanep talaga.

(it rhymes, Virginia).

The Father:
Abad said all three appointees were practically casuals who may be removed anytime just for loss of confidence by their principals.
“The only real power is the representative, but she owes that to her constituents and is accountable to them,” Abad said.
The Daughter
Julia defended her family. “For now, I think our qualifications
will have to speak for themselves. We will leave it to the public to judge us by our performance in government later on,” she said.
His father must be jack of all trades that he was appointed Agriculture Secretary and then DepEd Secretary in the previous administration.

The justification mentioned for her appointment was because she was the chief of staff of Noynoy Aquino--when he produced only a few bills?

Utang na Loob

Dear insansapinas,

The Vice-President may be appointed as a Member of the Cabinet. Such appointment requires no confirmation.

New appointments bared; Binay takes housing post

Before Second World War

1.  Unang Republika ng Pilipinas  (1899-1901).
Vice President wasMariano Trias-appointed Minister of Finance

2.  Commonwealth of the Philippines (1935-1944) His vice President was Vice-President Sergio Osmena Sr. – No position because of the war
3. Japanese puppet government

Vice-presidents:
Benigno Aquino Sr.-the father of Ninoy and grandfather of Noynoy Aquino and Ramon Avancena -no positions
 Ramon Avancena

After Second World War

4. Roxas Administration
Vice-president  Elpidio Quirino- appointed Secretary of State

5. Quirino Administration - 1948-1953
Vice president was Vice-President Fernando Lopez-appointed as Secretary of Agriculture

6. Magsaysay Administration =1953-1957

Vice-President was  Carlos P. Garcia -was appointed as Secretary of Foreign Affairs

Momo at Matabang Isda

Dear insansapinas,

Rolleyes. Wala ako pakialam kung anong kulay mayroon kayo pero ako ngayon ang kulay ko ay pula as in galit. Grrrrr.

Aquino made the statement in the wake of the filing of charges against William Villarica, owner of five Villarica Pawnshop branches, after a Bureau of Internal Revenue investigation showed Villarica failed to file income tax returns for seven years and paid only P25,607.25 in taxes from 1998 to 2009.

Aquino said his administration may even file more than it initially promised, which was one case a week.

"Why will we limit it to one? Pwedeng more," President Aquino told reporters in Subic after he inaugurated new buildings for the Philippine National Police's school of values and leadership.

In short, maliliit.

Food for the brain

 Dear insansapinas,

. Punta kayo  sa kaniyang artikulong pinamagatang jueteng's wild. Weep and weep.
Gusto ninyo ng kumot?

president joseph estrada wanted to legalize jueteng but was met with moral outrage and so he backed off, saying “gambling is not my priority.” [p 476]   hmm, sounds familiar, lol
Only weeks after his inauguration in July 1998, the president summoned a rogue’s gallery of gamblers to his private residence at Polk Street in the Manila suburb of San Juan: masiao operator Charlie “Atong” Ang, Central Luzon jueteng boss Rodolfo “Bong” Pineda, and northern Luzon jueteng promoter Luis “Chavit” Singson, who was also the governor of Ilocos Sur. At this secret summit the president decided that his gambling buddy Charlie Ang would “set up the network” of regional racketeers and jueteng boss Bong Pineda would deliver the president’s 3 percent cut to Chavit so it would not be “obvious.” When Charlie Ang lost Estrada’s confidence by skimming executive kickbacks from a tobacco tax scam several months later, Estrada replaced him with Chavit Singson, who worked effectively with Luzon’s “gambling lords” for the next two years, assigning each a fixed territory to avoid conflict and collecting the president’s cut. Every month from November 1998 to August 2000, these underworld operators paid Chavit the president’s share, which totaled some Php35 million. And every two weeks Chavit made regular cash deliveries to the president. During these fifteen months Chavit collected a total of Php545.2 million –Php414.3 million paid directly to Estrada, Php123 million invested for him in the Fontana Casino at Clark Field, and the balance doled out to presidential kin. . . . [pp 477-478]
Playing on rising opposition to jueteng, Estrada’s closest allies renewed their pressure for legal alternatives. Appealing to the president’s avarice, rival supplicants promised him an even greater income, each tugging at personal ties to promote his own scheme as the most lucrative lottery. Charlie Ang promoted a jueteng look-alike branded “Bingo 2-Ball,” legalized by a Pagcor license, that promised Estrada Php70 million a day. [p479] . . . In June 2000 Pagcor skirted its own regulations to issue a license for Charlie Ang’s Bingo 2-Ball because, as its chair Alice Reyes explained, “it had the endorsement of the Office of the President.” . . . . Settng aside its usual propriety, Pagcor hired palace crony and crime boss Charlie Ang as its official Bingo 2-Ball “consultant.” Not only did the government gaming board pay him an exorbitant fee of five hundred thousand pesos (eleven thousand dollars) per day, but it gave him unchecked authority over the new lottery, making it, in effect, a legal front for reorganization of the old jueteng racket. Armed with this broad authority, Ang dictated the terms for the new Bingo 2-Ball franchises: 2 percent for the PNP, 13 percent for cobradores, 23 percent for Pagcor, and a hefty 62 percent for his own contractors. Significantly, it was Ang, not Pagcor, who awarded the local franchises, and he did it in ways designed to destroy his rivals among Luzon’s reigning jueteng lords, Chavit Singson and Bong Pineda. . . . Adding insult to injury, Charlie Ang awarded the bingo contract for the Ilocos region to Eric Singson, Governor Chavit Singson’s distant cousin, “mortal enemy,” and rival gubernatorial candidate. “I made it know to the President,” Chavit recalled, “that I felt bad when Atong Ang gave franchises for the Bingo 2-Ball to my political rivals. I told them to stop the Bingo 2-Ball operation or I would expose them.” [pp 480-481]
and expose them he did.   the rest is edsa dos history.   as for president gloria macapagal arroyo, no less than her husband miguel was accused of receiving protection money from jueteng lords.
Allegations that the the “first gentleman” had collected bribes from illegal jueteng syndicates to fund his wife’s presidential campaign had plunged the country yet again into a protracted crisis of rumored coups, mass demonstrations, and attempted impeachment. At first he denied the charges. But an opposition senator exposed secret bank accounts under the pseudonym “Pidal,” coincidentally and convincingly the middle name of Mike Arroyo’s grandfather. Only two days after the historic apology {for “Hello, Garci”}, the president felt compelled to announce that her husband would be going abroad for an indefinite period of political exile. [p498]
and now we have another aquino as president.   on july 11 the big news was of noynoy ordering robredo to stop jueteng.

Midlife Crisis

Dear insansapinas,

"Unofficially, I was told but no official notice yet," Rosales said in her first text message sent to reporters where she disclosed that President Benigno "Noynoy"Aquino III, through a messenger, had "chosen" her to be the next CHR chief.

"The President sent a messenger—mutual friend—to tell me he had chosen me. So I thanked the President and said I was willing to be of service to him,” she said.

"He thanked me for it. All these through text messages. No formal notice yet," Rosales added.

Hindi pa pala official, bakit kailangang iaannounce? Excited? Para ba hindi na makaurong?

Late at Lechon

Dear insansapinas,

Babaw talaga.

Blame it on not using wangwang.

The Weekend Break

 Dear insansapinas,

Presidential spokesman Edwin Lacierda couldn’t say whether President Noynoy Aquino took a rest or not on his first weekend in office. Lacierda said he didn’t know Aquino’s weekend schedule. He doesn’t seem to know anything at this moment. In fact, Lacierda’s not even sure if he’s still Aquino’s spokesman.
MANILA, Philippines- Three days after assuming office, President Aquino on Saturday afternoon took time off to have physical therapy and massage at the Philippine Rehabilitation Institute Foundation in Quezon City, his long-time personal driver said.
Mr. Aquino’s convoy left his home on Times Street in Quezon City around 3 p.m. Saturday. Driver Gerry Gezzingan told ABS-CBN News that the President usually goes for massage and therapy twice a week to relieve stress.

The Budget

Dear insansapinas,

You know why I am not practically jumping for joy when the Aquino finance people announced that they are going to wipe out the budget deficit by 2010? I do not believe that they can perform a miracle.

Now here is the news:

“Balancing the budget is not an important goal as far as I'm concerned, keeping it within the manageable level which is I believe is 2 percent of GDP is something we would like to do,” Purisima told reporters.
“We would like to create a space within the budget to support the goals of President Aquino in social investments, and building the necessary investments to support growth,” he added.
Originally, the Arroyo government had planned to wipe out the budget deficit by 2010 but moved this to 2013 because of weak revenues.

Since the deficit is almost 4 per cent of the GDP, the target of 2 per cent  in 2013 is equivalent to reducing it by 1 per cent. Achievable. At least. But when the corporations and businessmen start  performing "miracles" in their financial statements, that is when this task of trimming down the deficit would be far from impossible.

The fixed income earners are already regular sources of revenues. In fact the taxes  are deducted in advance. It is the businesses which can understate their revenues or overstate their expenses such as charging even the expenses of their paramours/lovers/ family members  in the corporate accounts that are unreliable source of income. Then there are also the technical smuggling happening by under declaration of their exports and imports so that revenues are slashed not only by half but more such that only pittance go to the coffer of the government.

Budget Deficit is the difference between the budgeted revenues and expenses.

Ganito yon.

Halimbawa: Kikitain: 10 Billion pesoses. Gastos: 14 billion pesoses.

The Promises

 Dear insansapinas,
Statements from the Cabinet Secretaries

Purisima-
“We will continue, but implement more vigorously, the existing programs against tax evaders and corrupt revenue officials with help from the Department of Justice,”

That means the programs are already there before their administration.  I hope there are no padrinos for big time cheats. Nothing new.

Proceso
DEPARTMENT OF AGRICULTURE Secretary Proceso Alcala will review farm productivity and rice importation programs in order to determine whether announced targets could be reached.
Paano naman kung may rice cartel and artificial shortage?

Domingo
DEPARTMENT OF TRADE AND INDUSTRY Secretary Gregory Domingo is bent on delivering “very significant results” as it focuses on jobs creation, a better business environment, fair trade and consumer protection.
May be he should start talking to businessmen who outsourced some of their companies' operations.

Butch Abad
DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) Secretary Florencio “Butch” Abad will likewise prepare for a zero-based budgeting process, and will institute measures to enforce more transparency, accountability and efficiency.

Good luck!!! One of the disadvantages of zero based budgeting is it is time consuming and exhaustive. Down below the hierarchy, the preparers do not even know how to prepare a budget. They are used to incremental budgeting where they have only to justify the increases in the budget. Anyway, they have six years to change the system. The last time I heard about its planned implementation was years ago.

 Singson

DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH) Secretary Rogelio Singson will make flood control projects a priority in view of climate change, according to the recommendation of his predecessor Victor Domingo.
Promise ha.

The Morning After

Dear insansapinas,

2. First memorandum terminating all non-career positions vacant palpak kaagad.
The word that makes it different is CO-TERMINUS.

Growing pains anyone. tssk tssk
(ito ibinalik...Palace spokesman...)

3. Benigno Aquino III snubbed the Renato Corona, the Supreme Court Chief Justice

Inauguration of President -elect Noynoy Aquino

Dear insansapinas,

At as usual kodakan.

He was every inch a gentleman.

Tsee.

Kris for Kiko

 Dear insansapinas,

Why do I have a feeling that this is payback for Sharon's support for Noynoy? I do not know if this comes with the privilege of being the First Sister.

Kris backing Kiko as Senate head

By Christina Mendez (The Philippine Star) Updated June 18, 2010 12:00 AM
MANILA, Philippines - Sen. Francis Pangilinan of the Liberal Party is gaining headway in the race for the Senate presidency after the sister of president-elect Benigno Aquino III, Kris Aquino-Yap, approached some senators to vote for him, sources said.

Pangilinan supposedly has the support of Senate President Juan Ponce Enrile, Senate President Pro-Tempore Jinggoy Estrada, and Senators Francis Escudero, Sergio OsmeƱa III, Vicente Sotto III, TG Guingona, Ralph Recto, Franklin Drilon, Gringo Honasan, Panfilo Lacson and Antonio Trillanes IV.

Sources said Aquino-Yap herself called some senators to gather support for Pangilinan, who supported Aquino’s presidential campaign.

Marami ring babayaran.

Change of Plans

Dear insansapinas,
